The shape of it
Both controls in this section are built around the same assumption: the workflows that matter most are the ones running unattended, and the failure modes that hurt most are the silent ones.
That is why a paused approval raises an email rather than waiting to be discovered, and why a spend limit stops new work from starting rather than reporting the overspend afterwards. A limit that only tells you afterwards is a receipt, not a limit.
